Scroll "bouncing" or "jiggling" in Big Sur. How do I turn off?

So, I've known that there's always been a kind of a bounce when scrolling in previous OS versions as well, but now for example in Big Sur's updated Messages app, there's an awful like jiggle or bounce to all the individual messages when you scroll, and when scrolling quickly through them, it creates a terrible lag, and it's dreadful. Is there a way to turn that effect off? I would assume it would have been in accessibility like turning off motion enhancement on iPhone, but I don't see it anywhere.
