You can also "Show Tab Bar" from the same drop down, if still no luck with your option to "Show Path Bar"

If you made changes and still no resolve—
You can try relaunch Finder. From the >Force Quit>Finder>Relaunch
Alternatively you can show full path bar in the title section of Finder from the Terminal.app copy and paste:
defaults write com.apple.finder _FXShowPosixPathInTitle -bool YES && killall Finder
ex.
You need an open Finder window before the View menu items are selectable, and what I suggested is applicable.
If you are referring to Finder, then View menu : Show Path Bar.
Finder, then View menu; Show Path Bar. Area is grayed out, and "Hide Path Bar" is visible under the gray.
