my ipad OS is 9.3.5
My Ipad mini OS won't update above 9.3.5. All apps like Netflix, Crave, Disney need OS 10 or higher. Is there anyway to install a newer OS version?

Sorry no. If your model doesn't support iOS versions beyond the one that's currently running on it, it can't be updated because of hardware incompatibility.
