cellular update failed

I noticed after I updated to iOS 14 my phone has been having cellular data connectivity issues. I tried turning off/on my phone only to receive a message saying I can’t make or receive calls nor access cellular data until my device is updated, which I’ve done now twice. Any suggestions?
