iPad says it’s full on storage but it’s not

Ok so my iPad says that it’s storage is full, it says 63.5gb out of 64. But I added all of the apps amount of storage together and I got 32.3! Since my iPad says it’s full, it won’t let me download apps, take pictures, and glitches. Why does it say this ? Help!
