12.7GB? Is that it? You don't have enough space. Free up some space as soon as you can (offload at least 10GB to an external drive) and try again. The download size of 4.7GB is compressed and expands to more than that once the installation starts. 12.7GB is nowhere near enough.

Trying to upgrade to 10.15.7
Made sure I have enough available storage - I have 12.6 GB. Update calls for 4.7 GB.
The system updater has restarted several times but the update is not kicking in.
I tried to reset the SMC and NVRAM - still nothing.
What have you tried exactly?
When you select "About This Mac" from the Apple Menu what version of the OS is given?
