System is taking up all the storage on iPad
I have an older iPad. The storage is completely used up stating 13.58 is “Other” in grey. I have no idea how that much storage is being used by System. Is it possible to clear this out?

Look at Settings->General->iPhone storage. That gives you some options to reduce storage consumption.

In addition to the above, you will, almost certainly, need to follow the instructions in the document Clear Other storage on your iPhone or iPad - Apple Support, including making sure your iOS is up to date (13.6.1 or later).
