When I go to turn on Airplay in System Preferences and press the toggle to turn on, my only option is off. On is not a choice. I have a MacBook. Why do I not see the option to turn on?

Update all your devices to the latest available software. Connect your devices to the exact same Wi-Fi network. Restart your Internet router, Apple TV, and Apple devices. Make sure AirPlay isn't restricted by Content & Privacy Restrictions or Firewalls.

You would need to have a AppleTV, something that accepts AirPlay.
We have smart TV -- I can project other things
My MacBook does not even give me the option to turn Airplay on.
Which exact make & model is your smart TV? If it is AirPlay-enabled it should appear in the AirPlay icon's drop-down menu on your Mac notebook. There is no on/off switch in the AirPlay menu.
