Safari on my iPad always opens to Google - Can I change this?

On my iPad when I click the Safari icon the default website is Google. I would like to change this to DuckDuckGo. Is this possible? Or, is Google hard-coded into Safari such that Google is the only homepage available?

In iPad Settings:

Settings > Safari > Search Engine - select DuckDuckGo
