Child's content restrictions greyed out on parents phone

I AM the parent, and my parental controls for my childs concent restrictions are greyed out on MY device and they are ON on my child's device. My child must use the parent password to change them on their device but I want access on MY device. My other child's controls work as they should. They have no access to turn on or off these settings on their phone, regardless of a password, but I can change them all day long on my device. What's different?

I haven’t got a solution but it happened I think with the latest update. My IPad is older so not the same update! Always had problems if their phones hadn’t updated, couldn’t control them. I am now thinking it’s the same if I am not on the latest update. Updated second child’s phone and now I can’t get into content & restrictions, all greyed out. Have to alter via child device.! I really don’t want to fork out hundreds just to control them. Our pact here I come again.
