Apple watch

I bought an I watch series 3 from someone they showed that they factory reset the phone. I tried pairing it and it shows an activation lock. I contacted the person and she sent a picture of her icould showing that this watch is no longer pair with her device, but its still showing an activation lock. What can i do to get it to pair with my phone?
