Did you download iCloud from here?:
https://support.apple.com/en-us/HT204283
I May uninstall it from the Control Panel > Apps and Features > Uninstall > iCloud.
Visit that link and re-download it, and try again.
Otherwise a good step would be to sign out of iCloud, restart your PC and sign in again.
Likewise, in the Uninstall Apps window, have you by chance Quit iCloud, right click > Repair it? Relaunch and try again?
I do know that security software or even Windows Firewall can interfere.
You can hit the Windows key and R on the keyboard, type firewall.cpl, Enter that in those settings to allow apps, is iCloud allowed?

I am getting this 395 error, but I am also getting another error I believe is related, where I keep getting more and more and more icons for iCloud Photos in Explorer every time I restart. These icons cannot be deleted, but the folders are empty.

The solution above works, but the problem came back as soon as I tried to install iCloud again. I am using only Windows Firewall. iCloud for Windows can now be installed only from the Microsoft Store, which is where I downloaded it.
I tried contacting Microsoft Support and they said it is a software problem due to the interaction between Apple's iCloud and Microsoft Windows, and said they could not help.

I know it might be a nuisance, but I think creating a new user account, and testing the issue there may help to narrow down a cause/solution:
Windows 10: Create a local user or administrator account:
This is sort of a grey Apple/Microsoft area, so you may have to work with both. Hope that test sheds some light though, unless someone else has come across this that can elaborate.
This issue is not solved. Brand new install of Windows 10 on a new Dell laptop, same problem. Windows recently had some security updates applied. Apple, the ball is in your court. I can't edit any photos on iCloud with this problem.
I think I found a fix. In Windows, Open Settings, then Apps. Click on iCloud, then Advanced Options. Then click the Repair and Reset buttons. When I did this, everything worked and I can now view and edit photos on the PC.
