Need 3.1GB to update?

I have a Series 3. Supposedly the watchOS 7.0 is compatible, but when I first tried, it said it needed 3.1GB memory free in order to complete the update. So I uninstalled all the apps I could and can only get it down to 2.3GB free, everything left is Apple and I do not get the option to remove it. I also checked photos, and there are only 11 on the watch (and no obvious way to purge them out).

Is resetting the watch my only option to upgrade?
