Disable cellular, then enable only WiFi - 4G takes up lots of data, and is not an option for updating.

To Update an iPhone:

You Can't:

Updating you iPhone from Cellular is not an option. You must use your iPhone on Wi-Fi, or a computer(Mac, or PC even)

Settings > Cellular > Settings > Enable
