When trying using iTunes - after downloading - it gives an error 4000.
When trying using the iPhone itself there's no error - it just says it can't update.
Phone has 40 GB free - computer has 2 TB free.
Phone was recently restored to factory configuration.
iTunes was recently updated.
Any ideas?
Cable change didn't work - also was not able to update over the air either. I opened a ticket with Apple support. They suggested doing a DFU mode restore - and it worked. It just took a really long time after the phone came back up because it was doing a file system recovery operation.

I have the same error 400 problem too and yet I've done updates a million times so it's not I don't know what to do.
I changed USB and it now works, hope it's only a small thing for you? Good Luck!
have the same issue with itune, also can update directly fro mt iPhone 8,
I did the update over the air, once the cable was out !
