Hello, I can't seem to activate MacOS dictation on Google Chrome (note: I'd like to us it while typing a Google Doc). I've tried changing the keyboard shortcut to a different combination. No luck. And I've confirmed that it works in other MacOS apps and third party apps. I am, however, able to use Google voice typing.
Any help would be greatly appreciated. Thank you!

Thanks for visiting the Apple Support Communities! It seems you're unable to use Dictation as expected with Google Chrome on your Mac.
Have you installed any other Dictation software on your Mac? If so, test the behavior after temporarily pausing or disabling the software. Check out the information in the following article:
Additionally, you can attempt to isolate the behavior by testing after booting your Mac in safe mode, and by testing with a different user account:
