If you had the following feature turned on -- Keep all your messages in iCloud - Apple Support on the old device, you can turn it on on the new device and your messages should sync. If you weren't using that feature, you can consider restoring from a backup -- Restore your iPhone, iPad, or iPod touch from a backup - Apple Support.

As for your photos, where were the photos stored on the old device -- on the device or in iCloud? If it's the latter, you can enable that under Settings > Name > iCloud > Photos > turn on. If it's the former, they will be restored from a backup provided you created a backup from the old device.
