There are several ways to connect a printer like this. If you need additional information, please provide us with details about the setup, what you have tried, any router model, et cetera.
You should be able to configure the printer manually, without using a CD. I would have to take a closer look at the manuals, but there are Ethernet and USB ports that could be used for configuration purposes, in addition to the control panel.
First of all, do you have a Wi-Fi router (if so, make and exact model)? If yes, can this router be used in connection with the printer (infrastructure mode)?
Basically, the CD contains documentation, installers, and drivers. As indicated earlier, the configuration can be done without a CD.
I assume that you want to connect the HL-3070CW to an existing router. Many routers do have WPS (or a similar functionality), allowing an automated setup. If so in this case, you may want to try the steps in the following article to begin with. If you are uncertain about whether the router supports WPS, or how to use/enable it, please post back with the router make and model for further assistance.

Disregard any text about installing software from the CD. You can download the latest appropriate printer driver from the Brother support site. For macOS Catalina 10.15, this appears to be driver version 1.4.0.

Thanks for those: I already have them. They all refer to the need to have a CD Rom. My laptop has no drive and I do not have the CD either.
