How do I turn off restructions on an iPad so I can install apps?

I gave my old iPad (a mini 3) to my eight year old son. It's using iOS 12.4.8.

I left a few apps on the device for him to use, including Spotify. When I realized he could access any song he wanted, regardless of content, I removed Spotify and gave him SpotifyKids. Then I realized the Kids app requires a premium family account, which I don't have.

So now I want to reinstall Spotify. I updated the app via the App Store, but when I click Open, I get the message: "Restrictions Enabled. Certain apps, features, or services can't be seen or used when Restrictions are on. To use this app, turn Restrictions off."

I've looked through the forums, and the answers I've found all refer to an earlier version of Settings, when Restrictions were in the General menu. They no longer seem to be. How do I disable Restrictions long enough to install a couple of apps? Thank you.

Thanks for your reply.

In Settings > Screen Time > Content and Privacy Restrictions, the restrictions are on. And in iTunes & App Store Purchases, Installing Apps and Deleting Apps are both allowed. But I can't install the app.

When I turn off Privacy Restrictions and reboot the iPad, I get the same "Restrictions Enabled" message when I try to open the app from within the App Store.

The only other thing I can think of is that the Spotify app has a 12+ age rating. Possibly something to do with that or with the explicit content restriction. Note that parental controls is not an area that I have any specific expertise in so if that doesn't help and if you don't get other help here, you may want to use the Contact Support link at the top right of this page.

This is funny, and I'm curious to see if you're surprised by it, FoxFifth.

I followed the instructions on how to hide apps. There were a lot of apps I hid, so my son wouldn't download them. When I got to the Spotify app, I decided to try opening it. And it launched the app. Then I clicked the home button, and saw the Spotify app on the desktop. It launched from there, too.

I have no idea what I did, or why it worked, but I'm happy with the outcome!
