Phone app freezing on iPhone XS

The phone app on iPhone XS keeps freezing. Sometimes it will work after 15 seconds of being frozen, other times I need to close the app or restart the phone. I have deleted all the visual voicemail as suggested on other threads but this hasn't helped. It is on 13.6.1.
