Too Many Codes Sent

Recently, my iPhone broke, and I am now trying to add my phone number to my iPad which is under a different Apple ID. When trying to do so, I get the message, “too many codes sent to this phone number.” I cannot access the phone number. What should I do?

If that device is a trusted device under that AppleID and is signed into that AppleIDs iCloud account, it should get codes as encrypted iCloud notifications as long as it has an internet connection (WiFi or cellular data).

But that code won’t be useable on an iPad that is a trusted device under a different AppleID. So you’d have to sign out of iCloud on the iPad and set it up with the same AppleID as the iPhone to use that iPhones cellular telephone number with the iPad.
