Back in up iPhone

why won’t my photos backup to my computer when I back up my iPhone? Does it have anything to do with my photos are stored in iCloud?

If you are storing your photos in iCloud, then it's not considered a part of the backup as this is what iCloud backs up -- What does iCloud back up? - Apple Support.
