when I markup files or PDFs in the files app on my iPad, using iCloud Drive, sometimes the highlights don’t save and sometimes they do. I can’t see any sort of save feature and I don’t understand why this is happening.

i think I figured it out... I would have the highlight button open the whole time, including when I exited the pdf. It seems like if you close out of the markup menu and highlight tooltip, then it will say “saving file”
in short ... exit whatever markup menu you are using to save.
