Did you have Find My turned on on the airpods?

my iPhone was stolen and I previously had registered it with find my iPhone - when I go to iCloud and try to select it from among All Devices, my iPhone does not show up. In other areas of iCloud, my phone is shown but I cannot select it in My Devices - why can't I access the All Devices option? my mac shows up but the All Devices option does not work.
