Transferring files from old Mac to new Mac

Transferring files from old Mac to new Mac. Help! Time Machine best route? Transfer just files or files and OS? First time doing on my own, and not with techs in the store. Nervous, to say the least. Have time Machine on external drive. Suggestions welcomed! Thank you.
