Migration assistant appears to be stalled. The New Mac says “Starting up...” above the all blue progress bar and the old MacBook Pro says “Looking for applications and documents to transfer...” above the all blue progress bar. FOR 6 HOURS. Do I continue to wait?

No, it's likely hung up. I would restart the process from the beginning. Be sure you are using a USC wired connection between the computers. Wi-fi often causes corruption of the files. The process should not normally take longer than an hour. I hope it goes well for you.
Is "USC" a USB-C connection? Can it be a standard USB from old Mac to USB on new Mac? The newer Macs do not include an Ethernet port, which I've seen others suggest.
I assume that any USB cable that has matching connecters will do. Some people advise against using Ethernet cables, but I have used them successfully with no problems.
