Other section on iPhone storage

My phone has been telling me the storage is low for a while now and the more I delete, the more my “other” category grows. It is now 30 GB, taking up the largest amount of space on my phone now. Why is this? Can I clear it? Do I have to get a new phone? I have deleted almost every app, lots of pictures, and cannot install any new iOS updates.
