Cellular Data Always Overrules WiFi:

So, disable cellular, then enable only WiFi - 4G takes up lots of data, and is not an option for updating.

To Update an iPhone:

Two Major Steps: - Backup then Update

1. Backup First: Make a backup of your device using iCloud or your computer

2. Then, Update Using these Links:

A Couple of Things:

Did you disable Cellular, and only have WiFi enabled, as instructed? Cellular always overrules WiFi.

If your WiFi is too slow, then visit someone else (i.e. friend, coworker, family member), and ask them if you may use their WiFi.

use wifi not 4g

You need to be using wifi, 4G is generally slow and not recommended to download with, thats your issue
