How can I move photos from iCloud photos to my iMac without connecting my iMac to the cloud? (I have lots of photos in the cloud I do not want to download.)

If you visit iCloud.com in a browser, you can log in with your Apple ID and password to view and download selected photos to Finder folders. That's a connection to the cloud, but it is temporary and should download only what you request. If you want them in Photos on your iMac, you would then have to import them from the Finder folders.
