Catalina is still not downloading from App store.

I've recently restored my Macbook Air to factory settings as it was slow and freezing. Upon restarting, it downloaded El Capitan. This does not let me download Microsoft Word as its too old, so I need Catalina, but having used all searches, I cannot find an answer to resolve this.
