Forgot Screen Time Passcode Option

The forgot passcode option is no available on my child's device. How do I reset the screen time passcode without this option?

If using IOS 13.4 or above.

If necessary, you will need to restore the device to factory settings. Do not restore from a backup made when the Screen Time code was active.

So I tried to reset and erase and it still asked me for the screen time passcode to be able to even do that??? Any other ideas?
