You may or may not be able to do that. The terms of sale are ‘all sales are final’....that said Apple has certainly been known to help out parents whose kids get a bit overachieving with purchases.

But you will need to contact Apple directly and see what they can or can’t do for you See your purchase history for the App Store or iTunes Store - Apple Support
