Can I buy a movie (or rent) on the Apple TV app without paying the subscription? Would I be able to watch my movie whenever I want, however I want, without a subscription? I just want to buy one movie, I don’t need access to heaps others.

Yes you can. The subscription is for Apple TV Plus, movies that say rent or buy are from the iTunes Store, which is separate.
