Change billing address for App Store

I am having a problem with the billing address of my App Store. When ever I am trying to change the country there it is saying you cannot change the store front Information of your account at this time.

To change countries, you need to make sure you have no iTunes gift card balance on your account, and all subscriptions have been cancelled and expired. And you are not part of Family Sharing.
