Apple Wallet won't allow me to add a replacement debit card on my iPhone11

I recently had to order a new debit card because card readers were having trouble reading the chip on my card. However, within the few years, I had moved so when I ordered a new card, the bank had to change the number. I removed the old card from my ApplePay wallet (I was able to successfully add the card last time) and tried to add the new one with the new number.

Whenever I try to add the new card, the system sends me to the terms and conditions but cannot contact the card issuer despite verifying the information countless times.

I've contacted my card issuer and they could not solve the problem. They told me that the bank was not receiving the "token" that it would need to activate the card.

Any advice is appreciated

iPhone 11, iOS 13
