Cannot reset screen time passcode

I am trying to reset an iPhone 7 to factory settings as I wish to use it for another member of staff in my office. I have tried 14 different codes which I believed the previous user had but they say they cannot remember setting such a passcode. I have updated the IOS to 13.6 and followed the guidance on screen but it does not give me the option to Forgot Passcode
