"Get Info" Icons

Guys and Girls,

In the past I've been able to change the Icon on my Desktop hard drives by opening the drives in Get Info and copying and pasting within the dialog boxes. I can not do this any more. It works on other files but not hard drives. Is this new to Catalina or am I doing it wrong?

It is new behavior, but I no longer recall whether it began in Catalina or Mojave or perhaps some other version.
