Only Memoji and Animoji STICKERS!
You CAN transfer or create your own Memoji, but the Animoji feature requires an iOS device with Face ID/Tru-depth camera hardware.
The 2019 iPad Air 3 has no such camera hardware and therefore cannot use or has access to the Animoji feature.
