When I sign up for Apple TV free for one year it is charging my card $21 why is that?

Apple TV+ doesn’t cost $21 under any circumstance.
- If you see "apple.com/bill" or an unfamiliar charge on your statement - Apple Support. Just because it says Apple, doesn’t mean the charge is about Apple TV+. It could be something else from the iTunes Store or App Store.
- See your purchase history in the App Store or iTunes Store - Apple Support. All items that are charged to your Apple ID account, will be specified in the purchase history, including subscription fees. Verify that.
- See or cancel your subscriptions - Apple Support. All subscriptions, their fees and their due dates are listed in the subscriptions overview.
- About payment card authorization holds from the App Store or iTunes Store - Apple Support. Learn why you might see a pending charge from Apple on your payment card.
- How App Store and iTunes Store purchases are billed - Apple Support. Some purchases might be grouped together onto a single charge.
Note that an Apple TV+ subscription gives you inclusive access to the Apple TV+ content. It does not include other content in the Apple TV app, such as movies and TV shows from the iTunes Store (Buy or Rent), or other Apple TV app subscription Channels.
