I would like to use my personal iMac (Retina 4K, 21.5-inch, 2017, running Catalina OS) as an external display for my new office-issued Dell pc laptop. Both the iMac and the laptop have Thunderbolt ports; is there a way to do this?

Sorry, no can do. Your iMac is a computer not an external display for a PC. If your PC laptop needs and external display, please buy one. Also, just in case you were wondering no there are no work arounds.
