If I forgot my screen time password, how do I get into my apps without putting in my screen time password

You can’t if you have restrictions. You will need the screen time passcode. If you have iOS 13 you may be able to reset the screen time passcode—>If you forgot your Screen Time passcode - Apple Support

Have you tried resetting the screen time passcode? You must be running iOS 13.4 or higher for this to work.
