It's because there are not updates for an iPad mini 1st gen.
The last iOS an iPad mini 1st gen can use is iOS 9, it is a very old device.
An iPad mini 1st can not be upgraded.

What do you see when you check on possible updates, within Settings, on that iPad mini?
I expect, like my old iPad 3rd gen,, that there are no updates available, because iOS 9.3.5 is as far as it can go!
