iCloud Music Library won't turn on

I'm having difficulty turning on iCloud Music Library on Apple Music on a computer running Windows 10. It seems like one of two things happens. Either it feels like iTunes freezes at the "sending information about your iTunes library" stage, or it gives me a message that it was unable to do anything because the network connection was lost. I have a pretty large native library, so I wonder if that is the issue. I've tried restarting iTunes, restarting my computer, turning Genius off and on (I thought it might be that), but it's still stuck. I'm open to any other suggestions, though. Thanks!
