Thanks for visiting the Apple Support Communities! It seems FaceTime isn't as an available option to call a contact on your iPhone.
It sounds like the contact may not have a FaceTime-enabled phone number or email address, as outlined in the following article: Use FaceTime with your iPhone, iPad, or iPod touch - Apple Support
"When you tap a person's contact information, FaceTime tries to connect using any FaceTime-enabled numbers or addresses that you have stored for that person. To avoid placing calls to unintended recipients, make sure that your contacts are accurate and don't contain old or unused information."
