If you are not on the Home Screen, how do you access spotlight on iPadOS without having to close the app you are using.
This feature existed before and somehow now I can’t seem to use it

Unfortunately this is not possible at this time without an external keyboard. You are welcome to share your feedback with Apple, using the following link.
If you are using an external keyboard with your iPad then you can strike ⌘ (Command) + Space Bar.
