As I already said: you pay every month as long as you want to use this extra storage. Read the info in this link to see what happens if you decide not to pay anymore because you don’t need the extra space anymore https://support.apple.com/en-au/HT207594
As long as you need this 200GB storage. If you don’t need it anymore, you can downgrade. It’s just a monthly subscription.
If you need this extra storage let’s say 5 months, than you pay 5 months, if you want to use it with your iPhone for let’s say 36 months, than you pay 36 months.
Thanks a lot for the information. Actually my iCloud is full because of photos and I already delete the most but still the same . How to overcome this problem ? Why iCloud taking too much storage even though the photos are deleted and can I transfer this photos from iCloud to iPhone storage
Surf to iCloud.com and log in if necessary. Click on photos. On the left side of the window, you see'll see 'Recently deleted' Click on it and check if you really want to delete all this photos. If you are sure, look at the right sign of the window (on top) and click on 'Delete everything'. If there are some you want to keep, select them first and put them back

If you deleted photos on iCloud, did you also remove them in 'Recently deleted'? Deleted photos are kept there for 30 days.
