ipad storage

my ipad has a total of 32GB and my storage is full i only have 5 apps because everything taking up all the space is “other” which is a total of 25.56GB. i read deleting safari history, passwords, caches, ect, can help clear it up but it hasn’t gone down only up. i have 50GB icloud storage yet only 14GB is being used and i really want to know if i can make the “other” smaller because now my ipad is really slow :(
