How do you delete An app so it can’t be re-downloaded by a family member without your permission

There has to be a way to delete an app and not allow re-download unless the minor asks for permission again, right? I currently can only set a 1 min time limit on the app as my son keeps downloading the app which he can do without asking for approval as it has been previously downloaded, surely apple has fixed this flaw

You don't. That's not an option with Apple's digital purchases. You can however hide purchases and you'll find the instructions on how to do so here.
