Today, my problem is downloading iOS 13. It says online that iOS 13 is available on my iPhone, iPhone 6s, but when I look it up, I get 12.4.7 and that’s all I can get. Does anyone else have this problem?

Perhaps your model is a 6, not a 6s.
Check your model in Settings>General>About>Model number.
