How do I download all icloud photos at once?

Is there any way to download all icloud photos at one time?

When I download a bulk amount from the icloud website there is always a server problem. There use to be a way to do this on PC but it the icloud app no longer has a download option.

I have Mac and PC so help for either of these options is fine
